Its hard to say whats underrated, cause most films that are missed by the public eye at large build up a large , well cult isnt the right word, but a large underground following anyways, which pushes its status up again. big lebowski is one of those.

i do agree with dark city though. great film, not nearly enough attention.

I was under the impression that everyone loved Office Space.

I guess I was onboard early.

Than again, how old were you when it came out? Perhaps it's different.

So was The Shawshank Redemption, but I'd hardly say it's underrated.

I also notice a lot of cult movies that get mentioned a lot by everyone so I wouldn't call most of them "underrated." My list:

Into The Night (1985)
I Love You To Death (1990)
Tequila Sunrise (1988)
Death At A Funeral (2007)
Punchline (1988)
Valley Girl (1983)
Prince Of Darkness (1987)
Something Wild (1986)
Talk To Me (2007)
King Of California (2007)
You Kill Me (2007)

5 that come to mind may have some critical acclaim but never took of in the public. Each of these had either breakout roles, or a well told story. If you have never seen any of these, you will be pleasantly surprised.

Chaplin - Downey was masterful in his portrayal. He was nominated for best actor but was passed over. The movie never really took legs. It is a well played film from story and editing, to musical score.

Glengary Glen Ross - Jack Lemon finally showed his true place in the acting world. It has a stellar cast. Lemon was already known for his comedic ability, but this performance raised his respect. It was not a date movie and was passed over by many. It reminds me of 12 Angry Men with the visual attention to body movement and voice.

Deep Cover - Fishburn's breakout performance (IMHO). Dark and well written. It shows an accurate portrayal of life in undercover life. I thought it carried the challange that undercover police and agents go through and the ethical lines that must be crossed to do the job. Lines are blurred.

Billy Elliott - Outstanding film about stereotypes, dreams, goals, and determination. One of my favorite films ever. I think this movie is even more appropriate now after many years because most kids are independent and want to challenge their own way. It has withstood the test of time.

Searching for Bobby Fischer - The pressures of being the best are stifling for children when adults place their needs first and the children that just want to be loved.

I agree Terminator 3 is underrated, the problem is it had to go up against two of the greatest scifi/action movies of all time and it couldn't reach them.
