Well...unless this refers to something I don't know about, Season 3 and 4 will be identical in the US (at least as far as episodes, whenever the sets are released) and wherever else they come out in the world.
PAL refers to screen resolution. I don't know how to explain it further, but it just means you have a different kind of TV set -- PAL is used mainly in Britain. The US and most of the world uses NTSC, and there is also SECAM(?).
