If we're talking about "coolest", then yeah, I agree with Alec Trevelyan.

Ya bean was just so awesome in that part, when I think of a 007 villian I instantly think of two, 006, and Jaws.

Donald Red Grant gets my vote. The standard upon which Jaws and the others were built. Plus, he didn't need metal teeth to be scary.
I'd have to give Goldfinger a close second, then a close third to Alec Trevelyan.
