I suppose if you want to get really technical, that exact quote is not in each movie. It varies slightly. For example, Luke says "I have a VERY bad feeling about this."

A New Hope: Luke (Approaching Death Star)
A New Hope: Han (Trash Compactor)
Empire Strikes Back: Leia (Space Slug)
Return of the Jedi: Lando (I think approaching the Death Star)
Phantom Menace: Obi Wan (First line)
Attack of the Clones Anakin (Tied to a post in the Colloseum)

After a little research, I found that Lucas was originally plannin on doing this with the Indiana Jones series. He realized that Indy was usually by himself in desparate situations, so it went to Star Wars instead. All the same, Harrison Ford still got his shot at the line.

I've noticed, though I can't remember when.

The way Hayden says it in AOTC is pretty lame... it's too obvious that he's aware of it being "the line", and he's not quite sure how to deliver it. Ends up sounding very fake and forced.

ive notice - i can still remember seeing phantom menace for the first time, hearing obi-wan saying it, being happy and glad they we're continuing to use it in the prequels

i wonder who will gets to say it in episode 3

I think it will end up being Padme and probably in reference to something about Anakin.
Although I am sure any dramatic idea my thought processes could have will end up being way off on who could say it and why. All the great possibilities of who could say the line and why only to see something like C-3PO say it just before he boards a spaceship or something. Or maybe R2-D2 will say it and George will toss in a closed caption just for that moment.

it would be cool if at the end of ep. 3 the emperor is aware that anakin's children have gotten away and he gives the last line from the prequel triolgy "I've got a bad feeling about this."

It sounds good on paper, but when if you were to hear it, I think it would possibly sound very corny . . .
