I have a question, when the transporter goes out on the ship...couldnt they use the transporters on the shuttles?

The shuttles dont have transporters. Not that I remember. The Enterprise could beam them from a location to the shuttle but the shuttle was too small for a transporter.

Yup. Only the runabouts had transporters. But the Enterprise did have runabouts onboard, not to mention the Captain's yacht.
