Aparently, they intend on releasing the film "The Dreamers" uncut with an NC-17 rating. Could this be a new era of NC-17?

Not really. The whole reason NC-17 is unpopular is simply that those films are not marketable, the audience is very small. Until somehow that changes, NC-17 will remain basically unused.

NC-17 videos = Unrated. NC-17 will be the most rarely used rating. The only NC-17 i now of now was Orgazmo, which has an UNRATED DVD coming out.

Yes, I agree I may be biased but I prefer the system used in Australia. When it's an R rating, then no one under 18 is allowed, so you know that there will be sex scenes (but not X graphic) and swearing, so only adults can see it. R in Australia is the only strict one and there really aren't that many R movies.

From what I gather R in the U.S.A. doesn't really enforce much and too many movies that are quite tame are put in that category and makes NC-17 too controversial and complicated.

I'm talking about more explicit sex scenes that you would only see in Australian "R" rated movies and not in American "R" rated movies. For instance, Eyes Wide Shut uncensored was rated "R" in Australia and, because it was, it was uncomplicated as to who could see it, and it was uncensored. The rating system in America caused that movie's sex scenes to be altered and compromised.
