Why wasn't anyone from Rohan at the Council of Elrond
I would think that maybe at the time, Theodan was still under Saromon's(SP?) spell and the message/ word from Elrond did not reach Him, so he did not send anyone.

But wasnt the Council of Elrond way before Saruman possesed Theoden.

Saruman had influance over Theoden for awhile. When Gandalf the Grey came to Rohan over a year before, theoden didn't want him there and was ready to get rid of him.
I believe that the Ents either wern't contacted for some reason or another, possible they were not able to be reached, or they decided not to go (they don't seem to want to be bothered with what's going on)

like PsychoMike said, Saruman had been influencing Theoden's thought for quite some time, long before the Hunters reached Edoras

the reason why no one came from rohan is because the council of elrond was not organise for the people of every state..like gondor rohan and stuff..but rather the people of difference races like the elves the dwarves and men...and for the race of men they sent boromir of gondor instead...since gondor is the main city of the race of men...the rohan people once belong to gondor as well...i think they broke away from their rule..and as for the ents..well elrond treats them like the dwarves...maybe a little less hatred...remember he says something like this time gandalf in FOTR?

just like the ents...most of the ents were aslp at that time...so i guess elrond didnt take much heed of them...afterall ents dont want to be involved with anything that has got to do with war...

Well it's been some time since I last read Fellowship, but my understanding was that Boromir went looking for answers to the dream that he and Faramir had had, the Dwarfs because the Nazgul or other servants of Sauron had asked where to find the hobbits, I forget why Legolas was there.
The point being that they were not invited by Elrond to discuss the Ring directly. That's how I remember it anyway.
So PJ has made quite a change in the Flashback scene, with the invites going out to attend the council.

If I remember correctly Legolas was there because the elves of Mirkwood let Gollum escape.

I was thinking about why the ents might not be there and I remembered something Gandalf said as they were about to leave Fangorn in the EE of Two Towers...Something about "a great power is about to be awoken...then when Treebeard lays the Merry and Pippen down to sleep he mutters to himself that many must be awoken...many must come...perhaps it is because at the time of the Counsel the ents weren't really awake yet? As for the Eagles...i'm not really sure but they never seem to show up until the need is most dire...(i.e. Battle of Five Armies in the Hobbit, Black Gate, and others)...Also...it was to be a mission of great secrecy...Both Ents and Eagles are a little hard not to notice...so they may not have had them there because they knew this and didn't want to risk it...each had a part to play in the story and being in a "secret fellowship" was not there's...thanks for reading...hope that makes sense...

Just like the ents they are not big enough. :D
If Theodan was already possessed why didnt he get one of his generals invited, have the general steal the ring and take it to sauraman - thats what i would have tried.

Because Theoden didn't know about it.
The council wasn't very trusting of Rohan at the time because of rumors that they had been supplying the ringwraiths with horses.

lets put it this way...when you are possessed its like when you are high on drugs...cant think straight right?so he wont be sending anyone to the council..

Exactly. Theoden wasn't under so much control that he would do everything in his power to do the bidding of evil. It was just enough to weaken Rohan itself.
