I think he is referring to the fact that at that point of the story he doesn't know what to do to stop the machines so in 24 hours everyone in Zion will be dead thus the war would be over - he didnt mean via peace

I thought that the 24 hours was the time estimated for the machines to breach Zion.

Yeah that what is was. He that Zion couldn't with stand the breach. So if he didn't do something in 24 hours, the machine would over run the city and the zion would lose.

I think it's just a figure of speaking. He knows the machines are coming, and he knows that Zion can't withstand them. He was just saying, if something isn't done, the machines will destroy Zion within the next 24 hours.

If I don't leave the trash out within 24 hours, the trashmen will come by and leave. It's just a figure of speaking.

I'm not so sure that's the answer... Neo does make a point to say that he was told it would be over in 24 hours, not that when the machines got their in 24 hours it would be over.
