Yes. It is very normal. The title does not come with an insert in America!

When I bought Equilibrium I didn't get an insert. Maybe it's just Buena Vista being idiots, as usual.

I didn't get one with GONY and Equilibrium. Are the inserts really that important?

It's very common to get a DVD and no find an insert anymore. No, they aren't that important, but it's always cool to be able to have a hard copy of the scenes and go right to a particular one without having to go back to the menu...
