Hulk lost more money in other ways.Like Godzilla 1998 did.

Gigli will make less than 10 mill, it's cost is above 50.

(You know the Hulk could have been Rocky And Bulwinkle, Ang Lee made sure it wasn't.
The general public apparently dissagrees with his direction.)

The only difference being the Hulk was missmarketed, it wasn't supposed to be targeted towards the kids, that's why the KIDS hate it.

Also the Hulk is making profit overseas.
Domesticly it undershot its expenses by about 15mill, and that's without dvd and video.

Both were quite good, and I'm a fan of both in their literary forms (avid reader of Superman comics and Dick Tracy comic strips).
Hard call, but I'll go with Dick Tracy on this, just because it was a harder concept to bring to film than the conventional comic-book superhero, and Warren Beatty pulled it off, even though I couldn't see him in the role before I saw the movie.
